Health Card Request for Foreigners with Elective Residence<\/h1>\n

Article 34 of the Consolidated Immigration Act (Legislative Decree No. 286\/1998)<\/strong> establishes that certain categories of legally residing foreign nationals<\/strong>, as well as their dependent family members, must enroll in the National Health Service (SSN)<\/strong>.<\/p>\n

For foreign nationals holding a valid residence permit<\/strong> who are not subject to this mandatory enrollment<\/strong>, the law provides two alternatives<\/strong> to access healthcare services in Italy<\/strong>:<\/p>\n

    \n
  1. Purchasing private health insurance<\/strong> to cover medical, accident, and maternity risks<\/strong>.<\/li>\n
  2. Voluntary enrollment in the National Health Service (SSN)<\/strong> by paying an annual lump-sum contribution<\/strong>, calculated based on the total income earned both in Italy and abroad<\/strong> in the year preceding the enrollment request.<\/li>\n<\/ol>\n<\/div>\n

    It is important to note that a residence permit for elective residence<\/strong> does not grant eligibility for mandatory SSN enrollment<\/strong>.<\/p>\n

    Foreign nationals applying for an elective residence visa<\/strong> must provide proof of private health insurance<\/strong> when submitting their visa application<\/strong> to the relevant Italian diplomatic or consular office<\/strong>.<\/p>\n

    Once the visa is granted, and after entering Italy and applying for an elective residence permit<\/strong>, the foreign citizen may opt for voluntary enrollment in the SSN<\/strong> by paying the required contribution established by law<\/strong>.<\/p>\n<\/div>\n

    Health card request for foreigners with elective residence<\/h2>\n

    The health card (Tessera Sanitaria)<\/strong> for foreign citizens with elective residence<\/strong> can only be requested by individuals holding a residence permit for elective residence<\/strong> who are voluntarily enrolled in the SSN<\/strong>.<\/p>\n

    The health card is issued exclusively to individuals registered with the SSN<\/strong>.<\/p>\n

    To apply for SSN enrollment<\/strong>, the foreign citizen must submit a request to the Local Health Authority (ASL)<\/strong> in their place of residence<\/strong>. Upon registration, the ASL will electronically transmit<\/strong> the applicant\u2019s details and request the issuance of a health card<\/strong>.<\/p>\n

    The health card for foreign citizens<\/strong> is usually valid for the same duration as the residence permit<\/strong>.<\/p>\n<\/div>\n

    Healthcare services for Non-EU citizens in Italy<\/h2>\n
    \n

    Healthcare services for foreign nationals are provided on equal terms<\/strong> with Italian citizens, ensuring full equality of rights and duties<\/strong>, including the contribution obligation<\/strong>. This applies to:<\/p>\n

      \n
    • Foreign citizens who are mandatorily enrolled in the SSN<\/strong>.<\/li>\n
    • Foreign citizens who voluntarily enroll in the SSN<\/strong>.<\/li>\n<\/ul>\n

      Whether mandatory or voluntary<\/strong>, SSN enrollment entitles the foreign citizen to all healthcare services<\/strong> available in Italy, equal to those provided to Italian citizens<\/strong>.<\/p>\n

      Health Card for EU and Non-EU Foreigners<\/h2>\n

      The health card (Tessera Sanitaria)<\/strong> is only issued to EU and non-EU citizens<\/strong> who are enrolled in the National Health Service (SSN)<\/strong>.<\/p>\n

      When a foreign national requests SSN enrollment<\/strong> (whether mandatory or voluntary<\/strong>), the Local Health Authority (ASL)<\/strong> in charge submits a request<\/strong> for the issuance of the health card<\/strong>, electronically transmitting the applicant\u2019s personal details<\/strong>.<\/p>\n

      The health card, which remains valid for the same period as the residence permit<\/strong>, is subsequently sent to the applicant\u2019s registered tax residence<\/strong> or to the address recorded in the database of the Italian Revenue Agency (Agenzia delle Entrate)<\/strong>.<\/p>\n<\/div>\n
