Residence permit, residency and tax code: what to do in the first 30 days

When you decide to move to Italy, the first thirty days become a crucial phase to regularize your presence in the country and obtain access to the main public services. Non-EU citizens, Europeans, students, families or workers, for everyone there is a sequence of requirements to follow carefully to avoid future problems.

This guide, designed with a professional and reassuring approach, accompanies you through the first documents to obtain in Italy. It is a sort of practical checklist, which follows step by step what you need to know and do to face with ease the obligations in the first 30 days.

Request the tax code as soon as you arrive in Italy

The first document to obtain is the tax code for foreigners, an essential element of daily life in Italy. It is needed to open a bank account, sign an employment contract, sign a rental agreement, register with the national health system and much more.

Those who have not already received it through the Italian consulate abroad can request it at the Agenzia delle Entrate, presenting a valid identity document and, if already available, the visa or the receipt of the residence permit. The procedure is free and completed on the spot, with immediate issuance of the card.

The tax code can also be requested by those who hold an entry visa for work, study, family or other reasons. In some cases, it is assigned automatically when applying for the residence permit in Italy.

Start the residence permit application

Non-European Union citizens who hold a visa that is not short-term, tourism, business, etc., must submit an application for a residence permit in Italy within eight working days from entering the country. The application is submitted at authorized post offices, using the appropriate kit, which must be filled out and returned at the counter.

After the submission, an appointment will be issued at the competent Questura for identification, fingerprinting and delivery of the required documents. Once the procedure is completed, the permit will be issued in electronic format. The duration varies depending on the reason for staying, study, employed or self-employed work, family reunification etc.

It is important to know that even just holding the receipt confirming the residence permit application allows starting other steps, such as registry enrolment.

Submit the residency application in the municipality of domicile

One of the most important steps is registry enrolment, that is, registration with the municipality where you habitually live. It is a fundamental step to access healthcare services, enrol children in school, obtain social benefits and regularize your tax position. It is also a fundamental requirement to start the minimum residency period that the law establishes for foreigners to apply for Italian citizenship by residency, 10 years, or the different period provided for the individual categories under Article 9 of Law no. 91 of 1992.

For those wondering how to apply for residency, the procedure requires going to the registry office with:

  • identity document or passport
  • tax code
  • valid residence permit or receipt of the application
  • rental contract, loan-for-use agreement or hospitality declaration

Once the application is started, the municipal police will carry out an inspection at the indicated residence. If the check has a positive outcome, residency is confirmed.

European Union citizens must in any case apply for residency if they intend to stay in Italy for more than 90 days, demonstrating that they have financial resources and health coverage.

Complete the mandatory procedures within the first month

Within 30 days of arrival, it is advisable to complete all procedures relating to bureaucracy for foreigners in Italy. In addition to the permit, tax code and residency, it is recommended to:

  • register with the National Health Service (SSN), with the territorially competent ASL
  • choose a general practitioner
  • activate a PEC mailbox and, if possible, SPID to access digital services
  • enrol any minors in school or childcare services
  • submit, in case of hospitality, the hospitality declaration within 48 hours of arrival

Even small oversights, if not handled in time, can slow down the regularization process or affect later procedures such as renewal of the permit or access to benefits and social rights.

A delicate phase to face with method

Moving within the right timeframes, with the correct documentation and following the logical order of procedures, allows avoiding frequent errors, unnecessary waiting times and misunderstandings with local authorities. For those who find themselves in a new context and do not know how the Italian system works, it may be difficult to navigate between state regulations and practices that vary from one municipality to another.
