- 2,000,000 € in Italian government bonds (to be held for at least two years)
- 500,000 € in the share capital of an existing Italian company
- 250,000 € in an innovative startup, duly registered in the special register
- 1,000,000 € as a philanthropic donation, allocated to projects of public interest (for example culture, environment, research, education)
It should be noted that it is not necessary to make the investment before the visa is issued: a declaration of commitment is sufficient, and the actual investment must be completed within 3 months of entry into Italy.
Procedure to obtain the permit for entrepreneurs and investors
The process to obtain the Italian investor visa is centralized and fully digital, and involves three main stages:
- Online application for the clearance certificate
The applicant registers on the official portal investorvisa.mise.gov.it, completes the form with personal details and the chosen type of investment, and attaches:
- Passport
- Proof of funds
- Criminal record certificate
- Letter of commitment
- Any corporate documents (if the investment is in share capital)
The application is assessed by an interministerial committee, which issues a decision within 30 working days.
- Visa application at the Consulate
Once the clearance certificate has been obtained, the applicant has 6 months to apply for the visa at the Italian diplomatic mission in their country.
- Entry into Italy and application for the residence permit
After entering Italy with the visa, it is necessary to apply within 8 working days for the residence permit for investment purposes at the competent Police Headquarters. At that point, the applicant has 3 months to finalize the promised investment.
The first permit is valid for two years and can be renewed for a further 3 years if the initial conditions are still met.
Tax benefits for foreigners in Italy with an investor visa
One of the main reasons that makes investing in Italy attractive for non EU citizens is access to the favorable tax regime for new residents, designed to attract individuals with high net worth.
The regime provides:
- An annual flat tax of 100,000 € (in some cases 200,000 €) on income produced abroad, regardless of the actual amount
- Extension to family members with an additional lump sum tax of 25,000 € per year for each member
- Duration of up to 15 years
- Compatibility with the investor residence permit
Alternatively, for those who work in Italy, it is possible to access the impatriates regime, which allows a reduction of the taxable base of up to 70% for 5 years, extendable.
