But alongside aesthetic charm there is also practical convenience, thanks to tax benefits for retirees and a favorable regime that can make relocation an advantageous opportunity also from an economic point of view.
Tax benefits and conditions to access the favorable regime
For non-EU retirees in Italy, there is a particularly interesting measure, the 7% flat tax. Introduced with art. 24-ter of the Tuir, this benefit is intended for foreign retirees in Italy who transfer their residence to one of the municipalities belonging to the regions of Sicily, Calabria, Campania, Puglia, Basilicata, Abruzzo, Molise, and Sardinia, or to municipalities affected by seismic events, or, in general, to one of the municipalities with fewer than 20,000 inhabitants.
The flat tax allows the application of a substitute tax of 7% on all foreign income, including pension. To access the favorable regime you must:
- be entitled to pension income paid by foreign entities
- not have been resident in Italy in the five years prior
- transfer your residence to an eligible municipality
- come from a country with which Italy has administrative cooperation agreements
The following persons can access the favorable regime:
- pension treatments of any kind, or comparable allowances, received from foreign entities
- compensation paid after the end of a work activity, even if arising from relationships other than employment (such as pensions received by those who carried out self-employment)
- one-off allowances, such as pension capitalizations, linked to the payment of contributions, even if not necessarily related to the termination of an employment relationshi
The benefit is valid for up to 10 years. The option is exercised when filing the income tax return for the year in which the transfer takes place.
Why moving to Italy as a retiree is convenient
Living in Italy as a retiree offers a unique combination of advantages, culture, gastronomy, climate, and free public healthcare for many categories. But there are also other elements to consider:
- The cost of living, particularly in Southern Italy, is significantly lower than in other European countries
- Properties, both for rent and for sale, are more affordable compared to France, Spain, and Germany
- The quality of life for foreigners in Italy is high, with a good balance between services, well-being, and social life
The regions most appreciated by foreign retirees are Puglia, Sicily, Calabria, Abruzzo, and Tuscany, where consolidated expat communities already exist. These areas also offer simpler bureaucracy regarding property and residence practices.
What to consider before moving
Moving to Italy as a retiree still requires careful preparation. For non-EU citizens, an elective residence visa is required, which presupposes the availability of autonomous financial resources and a rental or owned house already identified.
In addition, a tax code is required, registration of residence with the municipality, and, to benefit from public healthcare, registration with the SSN (National Health Service). The advice is to start gathering all documentation in good time and, if possible, with the support of professionals in the field.
