What opportunities Italy offers to Turkish citizens

In recent years, agreements between Italy and Turkey, such as the one for the promotion and protection of investments and the one to avoid double taxation, have strengthened the economic and legal relationship between the two countries. This context favors the stable settlement in Italy of investors, professionals, and families from Turkey.

According to ISTAT sources, as of January 1, 2024, Turkish citizens residing in Italy were 21,611, recording a significant increase of 7.6% compared to the previous year. This figure shows sustained growth of the Turkish community in recent years, with an estimated flow of about 1,200-1,500 new entries per year from 2021 to 2024.

The territorial distribution shows a strong concentration in Northern Italy, with Lombardy leading with 6,999 residents (32.4% of the total), followed by Piedmont (3,390), Emilia-Romagna (3,357), and Lazio (1,694). The demographic composition shows a male prevalence with 12,453 men versus 9,158 women, a typical characteristic of migrant communities with a strong labor component. New entries mainly occur for work, study, and family reunification reasons, facilitated by the Ministry of the Interior’s flow decrees, which have progressively expanded quotas for non-EU workers. Turkey also benefits from specific bilateral agreements for regulating migration flows to Italy.

There are various opportunities for Turks in Italy, especially for those with solid financial profiles. Sectors such as real estate, tourism, catering, consulting, and specialized services offer room for those wishing to develop entrepreneurial projects. Even for retirees or those seeking a quieter life, Italy represents a preferred choice.

A highly requested option for those with independent income is the elective residence visa for Turks, which allows residing in Italy without carrying out work activities, provided sufficient funds, accommodation in Italy, and private health insurance are demonstrated.

What visas and permits are needed to relocate

To live in Italy as a Turkish citizen legally, it is necessary to obtain a visa for Turkish citizens in Italy, to be requested at the Italian embassy or consulate in Turkey. The most common types include:

  • elective residence visa
  • study visa
  • family visa
  • subordinate or self-employment visa (if provided by the flow decrees)

Once the visa is obtained and upon arrival in Italy, it is mandatory to apply for the residence permit for Turks in Italy within eight working days. This document allows legal residence and access to healthcare, registry services, and, depending on the type of visa, employment.

Respecting the indicated timelines and conditions is essential to avoid irregular situations that may compromise the possibility of renewal or subsequent integration.

Cultural and daily aspects to consider

Changing one’s life from Turkey to Italy does not mean only moving from one country to another, but also facing cultural adaptation. Italian society is characterized by a convivial approach, great attention to quality of life, and protection of individual rights. At the same time, it is important to be ready to deal with more complex bureaucracy and a different language, which may initially be a barrier.

However, for those willing to adapt with respect and openness, living in Italy can prove to be an extremely rewarding choice, both personally and for the family. Public services, healthcare, education, and the possibility of obtaining citizenship over time complete an attractive picture for those seeking stability and future.
