To obtain this type of residence, the central requirement is financial self-sufficiency, which must be demonstrated through official documentation. Italian authorities require:

  • substantial, stable and regular financial resources not deriving from employment (approximate amount: €31,000 per year)
  • free availability of a home, either owned or rented, in which to establish residence

The financial resources must come from passive sources: rental income, pensions, dividends, interest or financial assets.

Housing requirements and health insurance

In addition to the economic requirements, it is necessary to demonstrate:

  • an actual residence in Italy, proven by a lease agreement or deed of ownership
  • valid health insurance coverage in Italy (private insurance policy or voluntary registration with the National Health Service)

Documentation and procedure to obtain the permit

  • Once the visa is obtained, enter Italy and apply for the residence permit at the Questura (local immigration police office) within 8 days of arrival

It is also necessary to complete the declaration of presence and fill out the postal kit (a government form packet submitted at the post office to apply for the residence permit) to formalize the residence. The issuance of the permit is subject to the verification of the documentation by the Italian authorities.
